NG 9-1-1 Oversight Commission Releases RFP for NG 9-1-1 Forest Guide Operator\

The NG 9-1-1 Interoperability Oversight Commission (NIOC) has released a request for proposal (RFP) for its proposed forest guide. iCERT is a Board Member of the NIOC.


The forest guide serves as a core functional element in Internet Engineering Task Force (IETF) and next-generation 9-1-1 (NG 9-1-1) standards to allow for transfer of calls between disparate emergency services IP networks (ESInets).

The forest guide is a location to service translation (LoST) server that contains mappings of other LoST servers. In NG 9-1-1, the forest guide is queried by an emergency call routing function (ECRF) when the ECRF receives a query for a location for which it has no mappings, such as a location in a distant state. The guide then provides the ECRF with routing information to route the call. Described in IETF 5582, the forest guide for NG 9-1-1 is specified in the National Emergency Number Association’s i3 standard.


The NIOC is assembling an RFP review committee to assist in reviewing and scoring the received RFPs. The commission is seeking volunteers from across public safety including engineers, programmers, vendor representatives, government officials, telecommunicators and academics.
